For this service, yes. RunSignup is what we build on, what we support, and what our own events run on. If your race already lives somewhere else, we can still support it, and we are happy to talk through what moving would look like.

Any time before race week, and usually during it. Price changes, new tiers, coupon codes, and added distances are normal. The one thing to decide early is your refund and transfer policy, because changing that after people have paid is the change that upsets participants.
Yes. We keep registration open on RunSignup right through race morning, so late entries come in through the same form as everyone else and land in scoring without a spreadsheet. Participants can sign up on their phone. We do not run a separate registration kiosk, and we have not needed one. A sign with a QR code to the registration page at packet pickup will allow participants to register when they are ready.
